After any one set withdraws, each survivor has to carry 6.356 MW. Three units of 2 MW give 6 MW [TARGET]. The red team recorded that outcome as accepted and the nine-unit, three-set arrangement as abolished. It is not reopened here. Then someone had to write the result down. The procurement package carries it twice in rows that state a quantity, the shared project memory carries it once in an internal register, and the row a bidder treats as binding does not carry it at all.
The Exclusion Sits Beside Live Counts, Not in a Bidder Document
The quantity-caliber table lists the three live branches for uninterruptible units at fourteen, twelve and eight units of 2 MW, and the same cell states that the nine-unit arrangement has been rejected on arithmetic and may not be revived. The uninterruptible supply card repeats that sentence inside its performance-input row, again beside the same three branch counts. Both placements are context for a quantity, and that quantity table is the one the package itself warns about. The memory's register of rejected statements holds the same arrangement as one of five entries that may not be revived, but that register is an internal record rather than a document any bidder receives.
Only if an outgoing document reproduces the whole discipline paragraph does the exclusion travel with the quantity it is attached to. The package sets that requirement itself, because it expects a supplier to read an order-of-magnitude statement about fourteen transformers or twelve units as an enquiry quantity, and it asks for the paragraph verbatim rather than the row alone. No outgoing document has quoted the table yet, so the requirement has never been exercised and the copy path is still as narrow as those two rows.
The Must-Not-Commit Row Does Not Name the Abolished Arrangement
The card's must-not-commit row lists six items: unit count, the final redundancy configuration, acceptance of guaranteed efficiency values, the final bridging time, any claim that the contract efficiency ratio has been achieved, and delivery. That row is where the package states what may not be conceded to a supplier at this level of enquiry. The abolished arrangement is not among the six.
Unit count is on the row for a different reason, because a defining parameter has to be frozen before an enquiry issues and this one has not been. The abolished arrangement is not a parameter awaiting a freeze; it is a result that has already been reached, and nothing in the package puts a reached result on the binding side. So the only copies of the exclusion a bidder is likely to receive arrive attached to a quantity, while the row that governs what may not be committed says nothing about it.
The closure record sharpens the asymmetry rather than softening it. It freezes the abolition as the fourth of its seven freezable statements while forbidding, on the same page, any freeze of the final topology choice and any purchase order placed against it. The abolition is therefore the only settled quantity statement about the uninterruptible supply, and the enquiry has to carry one settled negative beside three unsettled positives without letting a bidder price either.
Three battery energy floors stand against the same three branches at 3.172, 2.379 and 1.813 MWh, and freezing any of them is forbidden until the worst starting chain, depth of discharge, cell chemistry and thermal inertia are settled, none of which is settled [TARGET]. So the abolished arrangement is not the only figure in that row a bidder could misread; those three are research quantities that a supplier could read as an enquiry quantity in exactly the way the discipline paragraph describes. The nine-unit arrangement is the only figure in the row that has been ruled out, and the only one whose exclusion has somewhere else it needs to be written.
No GC Is Appointed and No Deviation Schedule Exists
The general contractor is the party that would enter it. The seven-party role table gives that role the organising of the budget and technical enquiries, the consolidation of deviations and the execution of the witness-point plan, so the decision available before the enquiry issues is whether the abolished arrangement enters the deviation schedule as an excluded configuration, or stays a note beside a research quantity. Nothing in the package requires that decision to be made, and nothing records it as pending.
No general contractor has been appointed on this project, so the decision currently has an assigned role and no holder.
No deviation schedule instance exists yet for the uninterruptible supply package, and none has been requested. The package treats seven template instances as a condition of the next procurement level for each package and records this one as not having reached it, so the document in which an exclusion would bind has not been opened.
Limits and open items

Who Will Open the Deviation Schedule Before the Enquiry
Who will open and own the deviation schedule before the enquiry issues? Until that document names the abolished arrangement as an excluded configuration, the only copies a bidder is likely to receive still sit beside a quantity.
