Redundant Pairing, Not Platform Split, Doubles Monitoring Panel Count

The space model attaches the doubling of the monitoring panel count to redundant pairing in both of its statements and never to splitting the platforms.

The space model answers the panel-room question with a count of three, five or eight, and doubles that count on redundant pairing [MODELED]. Splitting the electrical and mechanical monitoring platforms moves the count along the series. Pairing doubles whichever count the split produced. The reading that attributed the doubling to the split is this project's own article register. The space model attaches the word to pairing in both of its statements and never to splitting.

The delivered network addressing plan describes the capacity and operations platform's zone as brokered read mostly, while the responsibility matrix that governs it says the platform writes nothing at all. Read mostly and read only are two different specifications, and the cell is what a supplier will price and demonstrate against.

The Platform May Not Write, Meter Efficiency, or Interlock

The responsibility matrix states the capacity and operations platform's prohibitions as its own three-item row [TARGET]:

  • it may hold no write permission over facility equipment;
  • it may not be the metering source for the contractual efficiency figure;
  • it may not sit in any interlock path.

The first and third are safety statements and follow from the directional rules of the three-layer architecture, where a failure of the supervisory layer must not change device-level protective behaviour or defeat a hard-wired interlock. The second is a metering-integrity statement and comes from the separate contractual and operational data chains. The network zone table of the basis implements the same object as a one-way acquisition zone with no write-back, one of eight zones whose structures are defined and whose every value is still to be confirmed [TARGET].

The delivered zone file is those eight rows. It includes two carrier demarcation zones. It does not include the information-technology zone the basis dictionary names. Every VLAN, subnet, redundancy path and time-sync cell still reads as to be confirmed, including the safety zone, which the basis says is not on Ethernet at all.

Three, Five or Eight Are Study Counts; Pairing Doubles Them

Cabinet counts of three, five and eight drive the panel room in the space model, set by whether the electrical and mechanical monitoring platforms are split and whether they are paired for redundancy. The same page records that if the restoration state machine is executed on the electrical side and redundancy is then required of it, the count doubles. The drivers behind the series — transformer, uninterruptible-supply, battery, medium-voltage, low-voltage, distribution-unit and generator counts — remain unfrozen study quantities [MODELED]. None of the three panel counts is adopted.

The identifier that carries the split-and-pairing question in the space model later names an unrelated stormwater ratio in another chapter. The panel-room sentence is the one that doubles the count. The code alone is not.

Three constraints survive whatever the platform decision turns out to be. The hard-wired interlock count is fixed by the interlock list and never by the platform. Electrical event capture and mechanical trending cannot substitute for one another, so two acquisition performance specifications exist even on one platform. Supervisory availability is governed by the consequence of losing it, and since a supervisory failure produces no safety consequence under those directional rules, its redundancy is a commercial availability question. The basis therefore proposes replacing the question put to the owner: not whether to split, but what the maximum tolerable unavailability of the supervisory layer is and which contract clause governs it.

The hard-wired independence of the interlock list still assumes a terminal cabinet in the same room. The space model includes one such cabinet in the envelope.

Merging Control Room into Panel Room Raises the Area

Panel-row footprint across the three counts runs 8, 17 and 34 m² and the room envelope tier runs 15, 30 and 55 m² [MODELED], and both series are envelope-grade placeholder values derived from device point counts, which is why neither is a doubling series and why the space model says the width of its own range is a projection of an undefined operations model rather than a matter of calculation precision. The same page refuses a merge that would look like a saving, keeping the control room adjacent to the panel room and not inside it, because a merged room takes equipment-room working clearances throughout and the area rises.

Limits and open items

Confirmed: a failure of the supervisory layer must not change device-level protection or defeat a hard-wired interlock. [FACT]

The three, five and eight panel counts, the 8 / 17 / 34 m² row footprints and the 15 / 30 / 55 m² room envelopes remain study envelopes [MODELED]. The three platform prohibitions and the eight-zone table are design-side boundary claims [TARGET].

Open: platform split versus combined; pairing; which side executes the restoration machine; maximum tolerable supervisory unavailability and the contract clause that governs it. The owner can retire the read-only decision rather than refine it, by granting the capacity platform a write path for any capping or shedding function; the prohibition then goes, and every interlock argument resting on it has to be made again from the device layer upward. Until that question is put, the correction available costs nothing but text. If the delivered cell keeps saying read mostly while the responsibility matrix says the platform writes nothing, the factory demonstration will be written to the cell. Nothing has been sealed.
